My ex has a new girlfriend: can we still be friends?

I would limit communication if I were you. I wouldn't want to cause tension between them, and at any rate, I always feel weird hanging around someone that I used to love, but who has moved on to someone else. Mentally, I know it's not a big deal, but it triggers these emotions that I can't control.

I always talk to my ex's after whether they have a partner or not. The past is the past and the way i see it is im not interested anymore, they're an ex for a reason so their partner should understand unless insecure then otherwise ask your ex if its causing problems and then take action on limitations.

you cant. We all want to be friends with our ex but in reality, once you have been romantic with a person and that person is dating someone new, there will be issues. You will either get hurt or the new gf will become jealous.
